patch 8.1.0154: crash with "set smarttab shiftwidth=0 softtabstop=-1"v8.1.0154
Problem: Crash with "set smarttab shiftwidth=0 softtabstop=-1".
Solution: Fall back to using 'tabstop'. (closes #3155)
