patch 9.0.1571: RedrawingDisabled not used consistentlyv9.0.1571
Problem: RedrawingDisabled not used consistently.
Solution: Avoid RedrawingDisabled going negative. Set RedrawingDisabled in
win_split_ins(). (closes #11961)
