patch 8.1.0237: Ruby on Cygwin doesn't always workv8.1.0237
Problem: Ruby on Cygwin doesn't always work.
Solution: Use LIBRUBY_SO if LIBRUBY_ALIASES isn't set. (Ken Takata)
