patch 8.0.1459: cannot handle change of directoryv8.0.1459

Problem:    Cannot handle change of directory.
Solution:   Add the DirChanged autocommand event. (Andy Massimino,
            closes #888)  Avoid changing directory for 'autochdir' too often.
