patch 8.1.0864: cannot have a local value for 'scrolloff' and 'sidescrolloff'v8.1.0864
Problem: Cannot have a local value for 'scrolloff' and 'sidescrolloff'.

Solution: Make 'scrolloff' and 'sidescrolloff' global-local. (mostly by
