Use nextest to run teststmp
Lets see whether we get a speed upgrade with `cargo nextest`.
We have to use `cargo-test --doc` for running the doctests, because
nextest does not yet support these.
We have to change the rust version to >1.60.0 here because nextest needs
a recent compiler.
