Test creation of tickets when using a TLSv1.3 PSK
Add a test to check that we create the correct number of tickets after a TLSv1.3 PSK. Reviewed-by: Viktor Dukhovni <viktor@openssl.org> (Merged from https://github.com/openssl/openssl/pull/7097)
