Remove Gost94 signature algorithm.
This was obsolete in 2001. This is not the same as Gost94 digest. Thanks to Dmitry Belyavsky <beldmit@gmail.com> for review and advice. Reviewed-by: Matt Caswell <matt@openssl.org>
