Remove anomaly detector (#13657)

* Move all dims under one class.

* Dimension owns anomaly rate RD.

* Remove Dimension::isAnomalous()

* Remove Dimension::trainEvery()

* Rm ml/kmeans

The same logic can be implemented by using the host anomaly rate dim.
