Replace CentOS 8 with RockyLinux 8 in CI and package builds. (#11801)
* Switch to using Rocky Linux 8 for RHEL 8 package builds.
* Switch to RockyLinux 8 for RHEL 8-equivalent CI tests.
* Fix handling of Rocky Linux.
