Bug/cit 149 build check is failing on raspbian build (#15)
* Split workflow to hoted and self-hosted
* Add github action for crosscompilation with cross crate
* Add tests to run before build and change build profile to release.
* Ignore failing test which accesses Internet service.
* Add --verbose flag to tests
* Add matrix target for arm targets to cross.yml
* Remove extranous target arm-unknown-linux-gnueabihf
* Run cli integration tests not on arm.
