openpgp: Check the signature's type when creating a signature.
- When calling `SignatureBuilder::sign_standalone`, etc. make sure
the signature type is valid for the type of signature being
created.
- But, allow `SignatureType::Unknown` to allow extensions, and to
make it possible to experiment with edge cases, e.g., for test
vectors.
