openpgp: Split the ValidAmalgamation trait.
- Split the ValidAmalgamation trait into two traits, Amalgamation
and ValidAmalgamation, so that the functionality made available by
the Amalgamation trait can be provided by a ComponentAmalgamation,
which doesn't have a policy.
