Using the date from SOURCE_DATE_EPOCH instead of the current date makes
it possible to reproduce a build that was built on a different year:
https://reproducible-builds.org/specs/source-date-epoch/
This is fixing an issue we had while building Tor Browser:

Add copyright to most .pl files
This does NOT cover any .pl file that has other copyright in it.
Most of those are Andy's but some are public domain.
Fix typo's in some existing files.

With this, Cygwin and Mingw builds stand a much better chance to be
able to build outside of the source tree with the unified build.

This leaves behind files with names ending with '.iso-8859-1'. These
should be safe to remove. If something went wrong when re-encoding,
there will be some files with names ending with '.utf8' left behind.
