	A small number of files contain references to the "OpenSSL license" which has been deprecated and replaced by the "Apache License 2.0". Amend the occurences. 2020-03-07	cmdline app: add provider commandline options.	Pauli

2020-03-07	man1: make all openssl command line tool documentation generated.	Pauli
	With the introduction of provider command line options which are applicable to almost all of the command line tools, it seemed reasonable to make them all generated.
