In apps/apps.c, one can set up an engine with setup_engine(). However, we freed the structural reference immediately, which means that for engines that don't already have a structural reference somewhere else (because it's a built in engine), we end up returning an invalid reference. Instead, the function release_engine() is added, and called at the end of the routines that call setup_engine(). Issue was introduced in https://github.com/openssl/openssl/commit/a0a82324f965bbcc4faed4e1ee3fcaf81ea52166 This patch fixes an issue which causes the 'openssl ca' commands to fail if '-config' is not specified even if it says so otherwise. Problem is that the default config is not loaded and the conf variable is NULL which causes an exception. On others, the behavior is outright buggy when presented with a char that happens to get promoted to a negative integer. The safest thing is to cast the char that's used to an unsigned char.
