The app password is nice in local testing, since
Nextcloud logs too much data if you use the user password.
Setup_file and teardown_file are only executed once instead
of running before and after every job.
Use bats from npm as ubuntu's version is old.
Switch to occ for app password

* change autodiscover behaviour to only run if the provided url is not already a feed
* Execute feed check after the final url is found

Enable API testing with local php server.
This adds many tests for API v1.2, more still possible.
Which increased the quality of news already.
