The xenstat_vbd_error function is going to be part of the xen 4.13

When compiling under GCC with -Wextra (along with -Wall) there are a lot
of compiler warnings such as
collectors/cgroups.plugin/cgroup-network.c:89:45: warning: unused parameter ‘scope’ [-Wunused-parameter]

Some arguments may be able to be got rid off, others won't.
GCC (and at least clang[0]) provide an __attribute__((unused))
annotation that can be used on function parameters (also on variables,
functions, labels, enums, structs etc) to inform the compiler of such
and will squash warnings of the above nature.
A check is added to configure.ac for the use of GCC (I believe $GCC will
be set to 'yes' for clang also) and if found it creates __always_unused
& __maybe_unused #define's set to __attribute__((unused)) otherwise it
just sets them empty.
If other compilers have a similar feature this check can be adjusted to
accommodate them.
The reason for the two defines is that some variables may always be
unused in a function, others may or may not depending on #ifdef's for
example. So we are able to document both cases.
Subsequent commits will start making use of these to squash such
compiler warnings.

the arguments are used.

* database/rrdvar: Mark a function argument as __maybe_unused
In database/rrdvar.c the function rrdvar_create_and_index() take an
argument 'scope' that might be unused if NETDATA_INTERNAL_CHECKS is not
defined, then the debug() macro that it's used in from
libnetdata/log/log.h will be defined to a dummy function where none of
the arguments are used.
This fixes a compiler warning [-Wunused-parameter] when compiling with
-Wextra *and* -Wall.

This PR was created to fix #3414, here I am completing the job initiated by Christopher, among the newest features that we are bring we have
JSON inside the core - We are bringing to the core the capacity to work with JSON files, this is available either using the JSON-C library case it is present in the system or using JSMN library that was incorporated to our core. The preference is to have JSON-C, because it is a more complete library, but case the user does not have the library installed we are keeping the JSMN for we do not lose the feature.
Health LIST - We are bringing more one command to the Health API, now with the LIST it is possible to get in JSON format the alarms active with Netdata.
Health reorganized - Previously we had duplicated code in different files, this PR is fixing this (Thanks @cakrit !), the Health is now better organized.
Removing memory leak - The first implementation of the json.c was creating SILENCERS without to link it in anywhere. Now it has been linked properly.
Script updated - We are bringing some changes to the script that tests the Health.
This PR also fixes the race condition created by the previous new position of the SILENCERS creation, I had to move it to daemon/main.c, because after various tests, it was confirmed that the error could happen in different parts of the code, case it was not initialized before the threads starts.
