Docs: Update contributing guidelines (#8781)
* Update docs contributing
* Remove other instances of docs.netdata.cloud
* Rebase and add a few more updates
* Cleanup, descriptions, grammar check
* Fix link
* Add text about Cloud docs, links, fixes for Zack
