Update SQLITE version to 3.42.0 (#15870)
* Update sqlite version to 3.42.0
Suppress a compilation warning
* Enable SQLITE_ENABLE_DBPAGE_VTAB to allow recover code to be embedded in a followup PR
Suppress unused parameter warning
