It's better to use pre-calculated values to make
on-disk definition more straight-forward and human-readable.
Since there is the only one user, let's remove
__EROFS_BIT entirely.

This patch moves vle clustertype definitions to erofs_fs.h
since they are part of on-disk format.
It also adds compile time check for Z_EROFS_VLE_DI_CLUSTER_TYPE_BITS

This commit adds the on-disk layout header file of erofs.
Note that the on-disk layout is still WIP, and some fields are
reserved for the future use by design.
Any comments are welcome.
