Create a struct with all of Hugo's config options
Primary motivation is documentation, but it will also hopefully simplify the code. Also, * Lower case the default output format names; this is in line with the custom ones (map keys) and how it's treated all the places. This avoids doing `stringds.EqualFold` everywhere. Closes #10896 Closes #10620

+Now you can specify multiple file suffixes using "suffixes", but you need to specify the full MIME type
+identifier:
+
+[mediaTypes]
+[mediaTypes."image/svg+xml"]

+
+In most cases, it will be enough to just change:

+[mediaTypes."my/custom-mediatype"]
+suffix = "txt"
+
+To:
+
+[mediaTypes]
+[mediaTypes."my/custom-mediatype"]
+suffixes = ["txt"]
+
+Note that you can still get the Media Type's suffix from a template: {{ $mediaType.Suffix }}. But this will now map to the MIME type filename.

-[mediaTypes."my/custom-mediatype"]
